The signed memorandum became an important step in fulfilling the tasks outlined in the Decree of the President of the Republic of Uzbekistan No. PQ–126 dated March 14, 2024, titled “On measures to further increase the role of business associations in the development of foreign trade and regional industry.” This initiative is aimed at supporting the private sector in the regions, enhancing investment activity, and further improving the entrepreneurial environment.

In particular, on April 23, 2025, “ULUGBEK XOJINISO” LLC submitted an official request to "Uzbekexpertiza" JSC to assist in the preparation of a business plan for the investment project "Production of plastic panels and decorative products in accordance with international standards" in the "Termez" Free Economic Zone (FEZ) under the World Bank credit line.

Based on this request, the Project Office Coordination Department prepared the business plan within two working days and officially handed it over to “ULUGBEK XOJINISO” LLC.

It is worth noting that in April 2025, under the coordination of the Project Office Coordination Department, cooperation was established with the directorates of free economic zones, industrial zones, and technoparks in all regions of the country. Within this cooperation, business plans are being developed for entrepreneurial entities, and ready-made investment projects are being presented to both local and foreign investors.

It should also be emphasized that, in addition to the Surkhandarya region’s FEZ, business plans have also been prepared and delivered based on requests from the Bukhara, Kashkadarya, Namangan, and Fergana regional free economic zones.
