Activities of JSC "Uzbekexpertiza"

JSC "Uzbekexpertiza" - a legal entity, has an independent balance and acts on the principles of self-financing and self-sufficiency, including currency. Has the right to independently realize foreign trade operations necessary for its activity in accordance with the legislation of the Republic of Uzbekistan and the Charter.

The structure of JSC "Uzbekexpertiza" consists of the head office in Tashkent with branches "Airport", "Sergeli", "Nazarbek", "Excise Post'' and "Almalyk", "Chirchik", "Bekabad", "Angren" in the Tashkent region, as well as 12 subsidiary economic entities in all regions of the Republic of Uzbekistan and Republic Karakalpakstan, which are independent legal entities.

Realizing industrial activity,
Company provides following types of services:
  1. Identification of the country of origin of goods with certificate issue and registration of exporters in the system REX (EC);
  2. Classification of goods by HS Code;
  3. Laboratory testing of goods;
  4. Certification of conformity of goods;
  5. Expert examination of goods for entering the register of importers of certain types of goods of international brands;
  6. Product expertise by quantity and quality;
  7. Independent expertise in import contracts and market research;
  8. Pre-shipment inspection and consulting of foreign trade participants of foreign economic activities.
REGULATORY LEGAL BASIS
OF THE MAIN TYPES OF ACTIVITIES

- Certification of origin of goods (expertise in identifying the country of origin of goods and certificate issue) in accordance with the current normative and legal acts of the Republic of Uzbekistan;

Certificates of origin are issued to confirm the country of origin of goods and can be used to receive benefits in accordance with the legislation of the country of importation.

This type of activity is controlled by the regulation"On the procedure of certification of origin of goods", approved by the Cabinet of Ministers, № 994, by 13.12.2019, which regulates the activity of certification of origin, including the registration of exporters in the electronic system of the European Union.

Classification of goods in accordance with the HS of the Republic of Uzbekistan is used in order to simplify the collection of fees and taxes on goods imported into the customs territory of the Republic of Uzbekistan, work on assessing the conformity of products to the requirements of regulatory documents and the formation of statistical reporting. Classification of goods by HS codes is carried out on the basis of " Goods Nomenclature of Foreign Economic Activity" version 2017, introduced by the Cabinet of Ministers from 28.12.2017 and developed on the basis of the International Convention on Harmonized System of Description and Coding of Goods.

Expertise of goods for inclusion in the register of importers of certain types of goods of international brands is carried out in accordance with the Decree of the Cabinet of Ministers of Uzbekistan. " About approval of the regulation on the order of formation and maintenance of the register of importers of certain types of goods of international brands on the basis of direct contracts concluded with the owners of trade marks or their authorized suppliers (official distributors, dealers, trade representatives of manufacturers and their distributors, licensees)". PCM-99 of 09.03.2023.

QUALITY CONTROL

General Terms

In the conditions of competition for the main types of services, due to the professional approach to the quality of services provided, the Company has become strong in the market of foreign economic activity services.

Cooperation with large enterprises and companies, small and medium-sized businesses puts a great responsibility on the Company. The main attention is paid to quality management and its improvement, in other words, to the quality of services provided, to ensuring customer satisfaction.

In 2005, the Company's quality management system was certified for ISO 9001 standard compliance by the international certifying agency TUV (Germany). International auditors conduct audits annually, including recertification audits every three years in accordance with the established procedure.

Key quality tasks:

  • organization of systematic work in all areas of the Company's activities;
  • ongoing improvement of the Company's quality management system in accordance with the requirements of ISO 9001;
  • Expanding the range of services in line with market requirements and business development;
  • providing fulfillment of services in strict compliance with in accordance with legislative, regulatory and legal documents and local acts of the Company;

Motivation is the key to improving quality and results of work

At this time, effective personnel management is one of the most important tasks of the Company. Employees, their knowledge, skills and experience are the most important sources of increasing efficiency and reducing costs of the organization. The salary system, in highly competitive conditions, is based on personnel competence, quality and timeliness of performance by employees of tasks necessary for the Company's development, adapted to modern requirements in highly competitive conditions. Every manager should remember that an employee needs objective assessment and recognition of his/her achievements and successes.

The main principle of personnel motivation is payment for work and its differentiation based on the assessment of performance and quality of employees' labor. The amount of labor remuneration in the planned year will depend on the individual abilities of employees, the contribution of each employee to the final result, and the efficiency of the team. contribution of each employee to the final result and the efficiency of the team's work.

The work in this direction will be based on the requirements of the Collective Agreement, Internal Regulations and Regulations on payment and incentives for the employees of JSC "Uzbekexpertiza".

PERSONNEL MANAGEMENT
General terms

The actual task of work with personnel in the planned year is to complete the units with highly qualified personnel with a broad outlook, erudition, increase labor productivity, as well as the formation of team spirit and corporate culture in the Company.

In JSC "Uzbekexpertiza" there is a form of labor contract, where the responsibility of the sides is more specific and expanded.

According to the approved Qualification requirements of positions of JSC "Uzbekexpertiza" determines the level of professional training of the employee, taking into account the skills, qualifications, behavioral characteristics necessary for the performance of job duties.

On the basis of approved Qualification requirements of positions, as well as in order to strengthen the provision of personal responsibility for the performance of functions assigned to the unit, to establish a balance of rights, duties and responsibilities for each unit and employee, updated "Regulations on the departments of structural units" and job descriptions in all structural units of the Company.

Personnel management is effective to the extent that the organization's employees successfully use their potential to implement its goals, i.e. to the extent that these goals are successfully achieved.

Job recruitment

The main purpose in hiring personnel is to provide the Company's subdivisions with qualified specialists with knowledge and abilities to provide competitive services, including newly mastered services.

Admission is planned to be carried out on the basis of competitive selection, in accordance with the "Procedure of competitive selection for employment in JSC "Uzbekexpertiza". Professional and personal qualities of candidates for a vacant position should meet the Qualification requirements of positions. The determining value for the applicant for employment is his ability to self-development, and the availability of teamwork skills, flexibility and desire for self-education.

A new method of selection is the introduction of assessment of knowledge and outlook of the contestant using the method of interview with all heads of structural subdivisions of the Company's head office.

Personnel development and training

The main goal of training in the planned year is both to ensure that the qualifications of employees match the complexity and scope of current tasks and to ensure the Company's future development.and scope of current tasks, as well as to ensure the Company's future development. The goal is achieved by training conducted:

  • in the divisions;
  • in the system of the Agency "Uzstandart";
  • in the educational center of training and professional development of personnel of JSC "Uzbekexpertiza";
  • in other educational centers.

The ability to transfer experience is crucial to the Company's success. Every leader should act as a mentor of skilled employees and pass on to his employees the entire amount of knowledge he possesses. Development of teamwork and effective leadership skills, formation of a collective vision of norms and values is defined as one of the main objectives of all training activities in the Company's subdivisions. It is necessary to strengthen the work on personnel professional development within the existing training center of the Company, to ensure timely updating of the content of training courses and qualitative assessment of training results.

To ensure the improvement of the professional knowledge of specialists at the JSC "Uzbekexpertiza" in accordance with the Staff Qualification Enhancement Program for 2021, it is planned to conduct a minimum of 2 training courses on product origin certification, preferential product certification, and product classification according to the HS codes for the employees of the organization and the regional branches as well as a seminar for the branches managers of JSC "Uzbekexpertiza." In addition, educational sessions will be held in accordance with changes in the regulatory framework governing the services of the organization, and when necessary, training will be provided to newly hired employees according to established procedures.

The Company also provides training of employees in the directions of activities carried out by the bodies on conformity assessment accredited by the Agency "Uzstandart" (certification of conformity, product testing, pre-shipment inspection), in the Research Institute of SMС (Standardization Metrology and Certification) under the Agency "Uzstandart" in the prescribed way.
