Determination of the country of origin of goods with the issuance of a certificate and registration of exporters in the REX (EC) system

Certification of the origin of goods exported and re-exported from the Republic of Uzbekistan is carried out by the Department of Certification of the Origin of Goods and Regulation of the Sphere in accordance with the Regulations “On the procedure for certification of the origin of goods”, approved by the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated December 13, 2019 No. 994 approved. According to the Regulations, certification of the origin of goods (hereinafter referred to as certification) is a procedure for conducting an examination in order to determine the country of origin of the goods, with the subsequent issuance and certification of a certificate of origin of exported (re-exported) goods from the Republic of Uzbekistan. At the same time, a certificate of origin of a product is a document, including in electronic form, that clearly indicates the country of origin of the product.

Along with this, the Regulations also provide for a procedure for self-certification of the origin of goods by an exporter registered in the European Union Exporter Registration System REX. In the case of exporting goods to EU countries, in order to confirm the origin of goods that meet the origin requirements established in the EU Generalized System of Preferences, in order to receive preferences for these goods in EU countries, the total value of which exceeds 6,000 euros, the exporter must be registered in the European Union exporter registration system. Union (REX) in the manner prescribed by EU regulations.

Information for registration in the REX system is provided by the exporter to Uzbekspertiza JSC or its regional divisions. Registration is carried out on the basis of an application submitted by the exporter and an examination report on the compliance of the origin of the exported goods with the requirements of the EU Regulation.
